

I right-clicked on the Steam folder (make sure it's Steam and not Program Files, there are lots of Windows files that are protected for a good reason!) and selected properties.

I have 3 or 4 older games that all have big or little issues so knowing that some files are made to be write protected and some not I decided to remove all write protection from Steam. The final part may be all you need to try, but I'll write down all of what I did. Mikej711 waking this thread up made me have another try and I finally realised that PRCONFIG.EXE was not saving whatever options I chose. Holy buggery, I just fixed mine once and for all :D
